In the Daily Alta California, Saturday, July 14, 1866:

Opens To-Night - Mr. Edward Cohen opens his new saloon, the "Pallas," undr the Stevenson House, this evening. The establishment will be conducted as a first-class saloon. It is 130 feet deep by 30 feet wide, and is provided with a cuisine and billiard tables.

There does not appear to have been a prior owner. The saloon's stock and fixtures were sold at auction, 5 July 1872 [Daily Alta California]
