Someone once told me that the streets of San Francisco were originally drawn by an urban planner who lived in New York City, and had never visited San Francisco, which is why the street grades are so steep - he developed a grid and laid it upon the silhouette of San Francisco without knowledge of the hills.
Is this true? If not, then why were the streets planned in this way?
