Mrs. Elsie B. Westcapp, of Mill Valley, passed away at her home there yesterday morning. She is survived by her husband, Adelbert H. Westcapp, and a son, Todd B. Westcapp. She was a sister of Mrs. Harvey S. Haislip. The funeral will be held Friday afternoon, under the direction of Dr. F. E. Sawyer, with burial in Greenlawn cemetery, San Mateo county.
